Goldie With Brown Spots

Hi, my little Goldie is looking really quite ill and I dont know what's the matter with him! He's got little brownish splodges over the top of his head and a few on his body. I've looked into this and the only things I can find suggest ammonia poisoning but I've tested the water and it's fine. It's been up and running since April and the fish were added after the tank had cycled. He's just sitting at the bottom of the tank, fins all scrunched up and I dont know what to do to help him. His tank mate is fine and happy as larry swimming about. The filter is working fine and the tank is penty aerated. Can someone suggest what might be wrong with him and what I can do to make him well again???
 
1. Water parameters. (ammonia, nitrate, nitrite, PH, temp', Hardness etc)
2. A full description of the fishes symptoms.
3. How often you do water changes and how much.
4. Any chemicals and treatments you add to the water.
5. What tank mates are in the tank.
6. Tank size.
7. Finally Have you recently added any new fish?


It also may be helpful if you post it in the fish emergency subforum.
 
All the water parameters say they're in the normal and safe ranges according to my testing strips. The fish is just sitting at the bottom of the tank, very lethargic, fins all clamped together, brown splodges over his head and a few down the sides of his body. They aren't raised or indented, just flush on his skin. Do weekly water changes about 30% and use aquasafe every time. Water temp is just room temp. Last water change was on friday and I added some stress coat because he wasn't looking too happy. Only one other goldie in the tank with him who is fine and doesn't seem to be affected. Both fish were got at the same time and no new fish have been added. The tank is 60l which I now know is too small for both of them but when I got it I was misinformed. The big one is only about 2 inches long at the moment and the plan is now to put them in a pond hopefully by next year.
 
Could the brown slodges just be the skin changing colour? Occasionally fish change colour.

I bought a lovely whole orange fish years and years ago; for about 5 years it was bright orange; then all of a sudden it changed to be all white...it's still going strong (but all white).
