They should be fine with bettas.

Characins, being front toothed, can do a lot of damage with a single small peck. Glowlights are not aggressive fish, but if annoyed, will react. In suitable accomodation, there will be no hassle as the Bettas tend to float around the upper parts of the tank, and the small tetras, the lower half. Crunch them up in a small tank and there will be trouble.
