Glowlight Tetra And Neons Are Dying

We started noticing that some of our fish keep dying and couldn't understand why as everything in our tank is near perfect and we haven't had a dead fish in a long time.. So we thought that maybe we should do a water change and everything should be fine,but when we cleaned the tank we just saw more dead fish but it's just the glowlight tetras and the neons.. It's been a couple of days and no dead fish till now, and we also noticed that this 1 glowlight tears eyes are bulging.. Looks like there are bubbles around it's eyes.. Is this why they dying and what do we do never seen this before...
I tested my parameters just before the water change. 0 ammonia, 0 nitrites 10 nitrates. Heater setting is on 24 degrees Celsius..

well bubbles around the eyes isn't a good thing! also I've heard of this before, definitely quarantine them <-------------------
Its fungal but idk how to treat it
