German Blue Ram Lost Its Sense Of Balance?

i have an electric blue ram in a 35 gallon completely cycled tank. (api test kit verified)

anyways ive had him for probably a few months now, and all of a sudden he seems to be gasping for air, staying at the bottom of the tank ,and when he tries to swim his balacne is off

somewhat sideways swimming

any ideas whats up ?
all of my other fish seem to be fine?

My first instinct (if you do indeed have no ammonia and nitrites) is that your PH or hardness isn't suitable for him. I'd check these out and post up the results, as I know rams are sensitive and maybe someone will be able to tell you if that's the cause.
