Would an FX5 be too much for a 165 uk litre i.e, would it cause a tsunami for my *future* plants and young angel fish?

It would be like a washing machine in there. I used to run a 405 in a 180l and that was on the limits of comfort for something like angels, who prefer more sedate waters.
 
If you already have the FX5, there are ways you could make it be more suitable. If you remove the standard double output nozzle but keep the rubber connector in place, 22mm plumping fits in very snuggly, I have a 22mm 90 degree elbow on mine to concentrate the flow down one length of my 5x2x2. However, you can take this a stage further, by using a "speedfit" elbow with a length of "speedfit" pipe that you drill as many holes into it as you desire plus a stopper (making your own spraybar).

Lots of stuff on google about this, this website I found out about this kind of stuff appears to be down.

yet i run 2x 2224 Eheims, and see nothing of this "washing machine" effect. on my 200l tank!
the 405 is most definitely NOT the maximum a 180l can take. not even remotely.
there is a vast difference between "water speed" and "water flow".

I did not state that it was the most a 180l could take. I am well aware that a glass tank can take more flow. I said that it would be on the comfort limits of fish that prefer calmer waters.

thats my point, calmer waters is not achieved (well exclusively) by reducing water flow. control of water speed it the key, here.

its quite possible to have 6x flow, and higher, without your fish being "blown" around.
