What about Figure 8 Puffers? They only grow to 2.5 inches.

I don't think there are any puffers that can be kept in anything less than 5 gal.

Dwarf puffers could probably be kept in a 4 gal, but you will need maximum filtration, and need to keep up on water quality & changes. They are also very inquisitive and intelligent fish, so you'll need a tank that has lots for them to interact with; also, they do better in tanks with plenty of places to hide. A bare tank, although good for viewing the fish, will only cause the puffer to be stressed.

Hmm, I want a puffer that's slightly bigger than a dwarf, but smaller than 4" what about a Red-Eye Puffer?
 
Honestly, no other puffer other than a dwarf puffer will fit in your 4 gallon.

Puffers are extremely messy fish and 4 gallons is the bare minimum for a dwarf anyway. If you're not keen on fish that make the tank look empty then puffers aren't for you.

So apart from dwarfs there is no point in asking about any other puffer because the answer will be no ;)
