Only had him since Saturday, the water change I did Sunday stressed him out and today I notice this on his mouth and the top of his pectoral fins...

It looks white and a tad fuzzy....
 
Could just as easily be excess mucus and the 'damage' around the mouth due to simply exploring. (The silhouette also suggests mucus under the chin).

How do you think that your water change stressed the fish?
 
Yeah from the photo I'm not seeing anything to worry about just yet. If it was me I would just keep a close eye on it, check water parameters are ok and if it gets any worse go from there.

Is the rest of the behavior ok? swimming as it should be, feeding ok? expected amount of activity?

He was hiding in the plants the whole time...

Yeah he's active but I've not seem him eat yet 🤷‍♀️
 
I'm in a bit of a pickle...I've stupid not got my hospital tank running 😭 and my husband has just tested positive for covid this morning so I'm unable to get out to grab supplies....so I'm hoping that it's nothing sinister

Fingers crossed for health...and consider an investment in Amazon Prime, if not just Amazon. Makes life sooooooooo much easier. ;)

Oh no, hoping your husband has a speedy recovery.

Do you have a heater, an air pump and a clean bucket?

If so you can probably get by ok. You can DIY a quick sponge filter using some of your existing filter media and an airstone. Most people with a fish tank tend to have a bucket or large water tight container to hand as well which works just as well as a glass tank.

I've used buckets and quick DIY sponge filters in the past as makeshift quarantine and grow out tanks and it works just fine.
