are green spotted puffers and Fridmani Pseudochromis compatible?

should not be a problem as long as the puffer can be fully aclimatised to a full marine environment.
Orchid Dottybacks can defend their territries quite rigorously though so make sure there are many hiding places for it to explore and it might not feel so threatened if another fish is nearby.

actually ive heard that only adult GSP's are full sw adn anything else is brackish or full fw.

and a adult GSP is around 4"?

i have no clue. I would assume adult means when it reaches its full isze. If it's full size is 4" then yeah probly.
