Firstly how big is your eel and what SG is the water you are keeping it in?
The key to getting moray eels to feed is the salinity of the water, they really do need to be kept in water with a SG of at least 1.010 and their appetites increase dramatically when this is so. I have 3 brackish moray eels, 2 Gymnothorax tile (common and gold spot variety) and a White cheek moray; Echidna rhodochilus and all 3 have particular favourite foods, the gold spot preffers mussels over any other food, the common preffers whitebait and the white cheek preffers cockles though when hungry all 3 will eat whatever is offered. Unless your eel is very small i would forget about the bloodworms and earthworms and offer a meatier diet of frozen sea foods.
