Fresh Water Fish Has Seizures

When i feed my pet fish (i am not sure what type he is, either a molly or tetra, he is gold and very small with big black eyes not like a moore and it is not a goldfish) we just got him a week go and he lives with our other fish who is doing fine. But, when this fish eats he gets very excited and starts jumping around and then flips on his back and sinks to the bottom of the tank. I can clearly see his fins moving very fast and his heart beating at a rapid pace. Then after a few minutes he is fine and swimming around again. It only happens when we feed him, is it possible for a fish to have a seizure from over excitement? please help we do not want him to die

What are your water stats? Is the tank cycled?
 
Sounds interesting to me, but a better way of figuring out the cause of this would be answering the following:
What is the tank size? And how many fish (And what species) Are in there?
Is the tank cycled?
What are the water parameters at? (Ammonia, nitrAte, nitrIte and pH)
Is there any signs of bacterial infection or parasites? Any wounds on the fish?
