Foggy/cloudy water

I have a fresh water 10 gallong tank, with a charcoal filter, airator (bubbles) and for some reason I can't keep the water clear. I have changed and cleaned the filter, emptied out about 5 gallons of the water adding new spring water with the aqua drops, cleaned the inside glass and still it is cloudy....what's wrong> any suggestions???? Thanks
 
You need to answer some questions before we can help you...

how old is the tank?
What fish do you have?
What kind of filter do you have?
What kind of substrate do you have?
Is the tank cycling? if so wat are the levels of Ammonia, Nitrate and Nitrite?

Perhaps then we might get a better idea of whats going on
 
I am new at this, I got the tank at Christmas time. New. I have ruby barbs and banana barb fish. The filter I have is like a white fuzzy bag that you put charcoal inside and it is working...at least it is spilling the water out and recycling it...other than that I don't use any nitrates?? In fact I am so new at this I wasn't aware that I had to put other things in the water and test for ammonia etc. I guess I should get to a fish store and find out what I need. I have bubbles from an airator and the filter, that is it......is that wrong? When I put new water in I add the aqua safe drops but the water clouds up a lot.....do I need other things in the water to prevent this.....sorry I sound so stupid but this is all new to me....no one in the fish store told me about checking nitrates or stuff like that. I have two little boys that wanted a fish tank and I thought that I had everything......thanks for responding though....let me know if this helps at all. All your help is appreciated....since I am a beginner!!!
