Fluroescent Light

Looking at replacing the fluroescent light tube in my 21 gallon with low light plants - it takes 1 T8 24" tube

Some people claim a hardware store tube will do-

Would a 20w 4000 kelvin do the trick?

ACtually they only had an 18w 3500k do you think this would be sufficient spectrum for low light plants?
