Fluorescent Starter units

Is it ok to use a 40w Fluorescent Starter unit with tubes 30w or less?

it is safe to use that starter but just don't use over 40w because you will set you're home on fire..

What do you mean by that?

Because I will be using these starters for 30w (36ins tubes) and 20w (24 ins tubes)

Baraday,
it is perfectly safe to use a tube lower than the ballast rate.
The rate just means that no more than 40W should be used.
You can if you want use a 15w tube on a 60w ballast, however you cant use a 60W tube on a 15W ballast.
