Flounder At Top Of Tank

My flounder is stuck to the side of the tank and is continuously moving back and forth at the surface. Is he hungry, or is he lacking oxygen? I have a bubble wall and my filter makes lots of bubbles. I haven't seen him eat, but have put blackworms and frozen mysis shrimp in the tank. What's wrong? :(

I'd check ammonia and nitrite straight away, and do a water change whatever the results are.
 
yeah first thing to do is check your water. does your flounder look healthy? any pics?
 
Do you have any other bottom dwellers that could be aggressive to him, scaring him off the substrate?

In my experience of keeping a flounder, that's unlikely to be the case. They would be keener to dig deeper into the substrate when they're disturbed, rather than come off it.

The water tests will be the first step.
 
Seems really odd. If he isn't eating I know the only thing that worked for me was hatched Brine Shrimp.
