How do I tie down floating plants? I got a ton of elodea and it's going everywhere, I just want it in one spot
 
Elodea will sometimes root to the bottom; other times it wants to float. Same with hornwort. If I wanted it in one spot, I would simply anchor it under a stone and see if it will take root. Also be aware that elodea tends to grow very fast, so you'll probably need to frequently remove the excess.
 
There are lots of ways to keep a plant submerged. You could try using weights, aquarium safe glue can be used to attach the plant to a rock or driftwood. You can also use fishing line

I kinda like it floating because I can't find any other floating plants in my area. Is there a way to like keep them bunched together? They float on their own
 
I made a dam, using fish line, a couple weights and a couple fishing bobbers…. I had a strong hang on tank filter on one end, and put the line across the tank the line caught the roots of my red root floater, and dammed them up on the opposite side of the tank, keeping them away from my filter, and leaving an open area that I could feed into

I have the same issue with Java moss, ive wedged it between fake plant and heater otherwise it justs moves around.
 
You can get some common air line and use a straight connector

Make a circle with the airline as bug or small as you want and stick the plants in the circle. This will keep them all bunched together
