Floating "algae"?

My 10 gallon tank has now been running for 5 weeks. After a few weeks, I noticed a small patch of discoloration that collected around where the filter pours water back out into the tank. Now, it seems like the small brownish "spots" are in lots of places floating on the water. Is this algae? Is it normal? The only thing it seems to be doing is making the surface of the water look a little ugly. The fish doesn't seem to mind. The tank is cycled, has one betta, four silk plants and no real plants. Water paramaters are:
pH 7.0
Ammonia 0.0
Nitrite 0.0
Nitrate 5.0
I change 25% of the water every two weeks. Any thoughts on what this is? I tried a search for "floating algae" on this board but didn't turn up anything.

If its brown algae i have not seen it floating on the surface before but it is harmless. Can you just manually remove it with a net or something. IS it also on the glass, plants and other tank decor? :)
 
It's not on anything else except for the water surface. I have been able to remove it with a brine shrimp net. That works fine for now - maybe I am paranoid about having a "clean looking" tank! I mainly was wondering what it was and if anyone else had seen something like that in their tanks.
