Wish I could shed some light on your problem. maybe you could contact your water supplier, they should tell you what additives they use which may give an answer,but I am bemused. filtered water is not good for fish tanks, you will just remove essential nutrients and minerals. you could try RO water which most LFS now sell, or collecting rainwater. leaving your tank with no water changes is going to throw up a whole new set of problems. :sick:
 
Try NovAqua, by the same company that makes amquel. It is probably due to some metals in the water. NovAqua removes them while Amquel does not. Go to the LFS and ask them to do a full workup of your water. It could be, metals, calcium, hardness, or PH.

If the ammonia is going up when you add your water, Then I would say it is due to dirty gravel How often do you clean your gravels ????? when you are adding your water it the ammonia is going up then it would have to be you are stiring up the the stuff in the gravels. I would advise to vacum the gravel good.
