Fish Ill?

It could be swim bladder disorder. Has he had any bacterial infections recently? Try feeding him some deshelled green peas while you're at it and do a water change. How are the other fish? He might recover on his own if water quality is optimal or he may remain stable. Swim bladder, if it is mild, doesn't interfere with most fish' lives even if it is chronic. However, if he deteriorates, euthanasia may be your only option (particularly if he is being bullied or having trouble eating).

BTW, search the emergency section for 'swim bladder' and you should find a multitude of rleevant posts. There are a few in this section (gouramies & anabantoids) as well and I recall a recent betta thread on swim bladder also.
