Not all fish eat all plants.
Some fish don't eat plants at all.
Plus, there are some plants that no fish (that I know of) eat. For instance, there are plants called "Anubias" that have very thick, almost rubbery leaves. A fish would almost have to have a beak to bite a chunk off. Anubias happen to be very easy to grow, too.
