Fish Cataract?

Hello all. I have a little goldfish, about 2.5 inches long (the traditional "Asiatic Carp," just a feeder guy and not even a comet) who I've been keeping since September. I noticed when I first got him that one of his eyes looked a bit odd, but for some reason I couldn't quite put my finger on it. Finally, after looking back and fourth at both eyes, I realized the problem was that he had cloudiness over the pupil. I put some meds in the water that said they dealt with clouded eyes, and it never did anything. Its now months later, and the entire pupil is milky and white. It is only on the one eye; his vision is perfect in the other. He needs food placed on that side of his face or he can't see to eat, but other than that he's a healthy, happy little guy, and I'm buying him a 20 gallon this summer (right now, since all of my goldies are babies, I only have each of them in 7 gallons because my dorm doesn't allow larger. Don't worry, I know that they need at least 20 gallons each and 20 gallons is what I plan on getting each fish to start (hopefully bigger later!), but right now none of them are over 2.5 inches).

Well, I'm blabbing, but what I'm asking is this: Is it possible that the fish just has a cataract, and if not, should I be concerned and seeking medications for him?
 
Thats cloudy eye, caused by a bacteria of some sort useually a secondary infection to something else thats sapping the fishes immune responce, I sugest melafix for a start.
