First Time Set-up

Okay, so I know the basics involved in a tank, I've got a 40gallon tank that I'd like to set up as either a brackish water tank, or a saltwater tank... If I choose to go with saltwater fish, I'll be making the tank a Marine set-up (fish only), my question is this, do I still need a protein skimmer if I have no corals, but some live rock?

Only need a skimmer if you're gonna have messy predators like eels, triggers, lionfish, etc.

I was thinking of having more community based fish like clown fish and gobbies...
