First Pond

ok so this is my first pond ino what im doing as far as building it but water and filtration is another thing altogether.
 
its for my grandad to be honest he has a fountail pump ornament thingy wired up and he wants it running with the fish but i was thinking if i stick filter sponges and filter media in the part were the water comes out will that be ok as far as a basic filter is concernd and if i use pure dechlorinated hose water to fill it will a bottle or so of quickstart be alryte to get me going.

Adding filter floss and other media to the pump probably won't be sufficient,  but I'm not certain. 
As far as adding quick start, no it won'd be enough. If you got some media from an established tank that would be more likely to jump start a cycle (Not fully do, but it would help) The bottled bacteria to help cycle is a total gimmick. By media I mean the dirty filter floss from a tank that's been running for at least a month (Preferably 3 or more) 
 
i have 4 established tanks but cant afford to take away bacteria
