First Attempt At Diy Styrofoam Rocks & Caves

I've decided to give cichlids a try. Instead of buying a bunch of heavy rocks, I want to try & make my own out of styrofoam. I have a general idea of what to do, but I need some help & advice with a few things.

1, After carving out the rocks, can I seal the foam with just silicone? Or do I have to get that resin stuff?

2, If I HAVE to use resin, where do I get it and what brand/type do I need?

3, If I wanted to paint the foam first, what kind should I use?

not sure about 1 and 2 but as far as I'm aware, for painting you can use non-toxic water based acrylic paint.
