Fins Falling Off Betta

I earlier asked if the fins on a betta really do grow back. I just went and got a 10 gallon aquarium from the lfs and a very rough looking betta from my neighbor. She said he has been in a bowl for about a week or so. Now he hardly has any fins left. So what do i need to do to save him??? And also would salt in the water make where his fins fell off hurt??

Well i was going to get some tetracycline for my one mollie who has the fungus problem that wont go away do you suppose i could put the two in the same tank

I wouldn't advise, as the betta will come down with columnaris then, it's up to you.
