Finally got Winky to swim still for long enough

I honestly think it is a birth defect, there is absolutely no sign of him having received any damage at all.

strange but cool. they have poor eye site anyway and mainly rely on their barbels

I've actually seen this before...a birth defect is definitely possible, and shouldn't affect the life of the fish.
