Fin Rot Or Tail Nipping?

Since I got my fancy guppies last Friday, I noticed their fins looked a little worn, I thought this was just the way their fins looked because I have seen them nipping at each other and chasing each other. Now i'm not so sure. All of my guppies' fins are slightly worn, and one of them has small holes in his fin now. How do I know if this is fin rot, or just the guppies being aggressive toward each other?

pH: 6.8
ammonia:0
nitrite:0

tank temp:78
Volume and Frequency of water changes: 25% weekly
Tank inhabitants: Four fancy guppies, three black kuhli loaches
 
The way you know that it is nipping or bullying is that it looks as a sort of chunk of tail has been taken out of the outer rim of the tail. Fin rot normally looks like a more natural shape with no sharp looking tears. Also it tends to not always be around the rimand more in the bulk of the tail where the bacteria can flurish.

1)If it is nipping then there are two solutions and they are to add more guppies to the tank to distribute the agression equally so one doesn't get it's tail slowly torn apart or to find the alpha male/males and sort of quarentine them into a new aquarium.
2)if it is is finrot than you merely buy the medication that is found at most pet stores and keep doing 25 percent water changes every week to 2 weeks. Then just add the respected amount of medication back into the water that was taken out by the water change. Also turn up the temperature up to at least 80degrees to speed the life cycle of the paracite that will increase the rate of survival for your fish

Last but certainly not least the medication for finrot can cause all types of problems if used when not nessesary for example there would be an increase in ammonia that is extremely deadly to fish.
