Filter trouble!

i jsut recently am cycling a 10 gallon tank and bought a external filter from aqua tech for 10-20 gallon tanks and its making this weird noise... first it wouldnt start adn now its maknig this weird nosie ive checked and there is no gravel in it so what could it be?

How much flow is it putting out, sounds like air in the filter, i'm not familiar with that particular filter but they all pretty much work on the same principle.
I found the easiest way to prime my canisters (Eheim) was to put the intake in the tank and suck on the outlet hose, wait for the syphon effect to fill the filter then put the outlet into the tank and plug in.
Try giving the filter a shake and see if any air bubbles come out of the outlet.
