just filled my new tank, turned on heater and filter and there are no bubbles coming out nozzle.is this right?am a bit of a noob so any help appreciated

Don't check for bubbles, check for water current. Is there water passing through the system?

Bubbles are not necessary in an aquarium, but may be achieved with an airstone/pump if you would like the effect. Providing you have enough surface agitation, your fish will be able to breathe.

yes water is being passed through the system so this means is ok??it is completely silent is this right??

Since you say nozzle (and you're from the UK), I assume this is a canister filter. When you say there are no bubbles coming out, I assume there is water coming out. As long as there's water flowing, you are fine. If there isn't any water moving, have you primed the pump? You will have to do that on most if not all canister filters. The filter will push water out once it is to the pump but it can't suck it in. It should have a primer handle where you pump it to pull water through.

Complete silence is fine. That's what I love about my Fluval filters. If it weren't for the plants moving, you'd never know the filters were on.

It's perfectly OK for your filter not to blow out bubbles. Mine doesn't either.
Just make sure there's a current on the water surface and make sure it's quite a strong one.
Stronger Current = More gas exchange
