Filter Options For A 28 Ltr Setup?

I am half way through cycling an AquaStart 320 (28ltr) fry tank.
It came with an internal filter with a poxy bit of foam about the size of a matchbox. I replaced half the foam with matured noodles.
I noticed that particles just swirl around constantly rather than enter the filter.
Although biologically the little filter seems to be doing okbut I don't see it clearing the water. I would like to have the ability of some increased filter (ie. 3 stage)
Without spending big bucks I would like to add an external that wont turn the little tank into a whirlpool!
I believe that Eheim do a small one or maybe a HOB?

Suggestions?
 
I swapped my filter for a Fluval 2+ in my Aquaone. Created plenty of flow and never had any problems. ;)
 
Eheim's HOB is the Liberty 100 / 150 / 200 - I have the 150 and the 200 as backup filters - they work nicely enough - compact, quiet, cheap. 28 litres is a small tank - so the liberty 150 will do you - got the 150 on sale for like $14 or something... which is pretty good for a new filter and it did a 10g (38l) well enough. I'd recomend taking out the 3D carbon and going with extra bio-foam (green insert).
 
iv got one of these in my little 30ltr aqua one corner tank, it has 3 chambers for different media , its surprisingly small as well , when i first used it the tank housed endler fry and none of them got sucked into it, it keeps the water crystal clear as well, the tank now houses Fred the betta , the output isn't that strong so doesn't bother him..
