1) Can they be kept in FW tanks?

No.

2) Will they go alright with BB Gobies and Rams?

Tetraodon biocellatus and Brachygobius spp. mix very well in brackish water tanks; Mikrogeophagus ramirezi can be kept with neither: they require very soft, acidic water maintained at very high temperatures (around 30 C) to stand any chance of living a long time. They are also highly sensitive to nitrate, getting Hexamita when stressed by it, and so cannot be kept with messy fish like puffers.

3) How many could I Fit in a 15 gallon?

0.5 specimens of Tetraodon biocellatus.
