Few quick questions

I have a 5g tank (beginner)

It has a heater, light unit and filter that is all built into the lid. do i need an airstone and air pump in this set up?

over the next few months i would like to add a few fish the bloke in the shop told me to start with 5 neon tetra's in there so at the minute thats all i have. ideally i would like a total of 10 neon tetra or similar size and one dwarf gourami> do you guys think this is ok for the size tank?

one other quick q

when i do the water change, how much should i remove?should the fish remain in the tank? and what should i treat the tapwater with and how long till i fill it back up.

I'm very sorry but you have been miss-informed by your LFS

The tank needs cycling before putting any fish in it and neon tetras are not the best fish for a cycling tank.

You do not need an airpump or airstone all they do is provide a greater exchange of surface gasses and add an asetic look to the tank.

5 gallons is not enough room for 5 neons let alone 10 and certainly not for a gourami. IMHO, The only fish I'd have in that tank is a betta (siameese fighting fish) or a pair of killiefish.

20% water changes weekly leave the fish in and add a de-chlorinator to the tank then the new water.

A tank can be cycled with Neons, as long as you have good stock and you keep Ammonia & Nitrite under 1ppm they should be fine, you'll need to do lots of water changing though maybe once every day for a while. However I agree the tank is too small for them.

Didn't you add de-chlorinator before adding the fish?

i think i may pass these fish to my friend and buy some betta's for this tank
