Female Guppies Floating

My two female Guppies are swimming at the top and seem to have trouble getting down to the bottom. It has just started since last night. The PH is 7.2, Ammonia is safe, and all the rest is fine. Any suggestions?
 
How many gallons or litres is the tank.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.
What do you feed your fish.
Having trouble getting off the surface and bottom of the tank is swim bladder, caused by bad water quality, temp being unstable, bad diet.

I have a 20 gal tank with two female guppies, one male guppy, two female red wag tail platies, one red wag tail platy, one black Molle female and a black male Mollie, I use to have two female Mollies but one died, 12 Neons, one Albino cat fish, and now one baby fry which is about a 1/2 inch long. The water, I am having problems keeping it stable.
PH around 7.4
Ammonia around 1.0
Nitrate 10
These are the only tests I have to make. I am doing a 20% water change every other day. I use TetraColor Tropical Flakes for food but I crush it in a baggy then give it to them. I also use Neutrel Regulator for the PH, which the man at the pet store said is better. I use Prime when I have to do a 50% change. The water temp is around 79 degrees. Now looking at the tank, one of the female guppies is nose up at the water line.

I just put her in a bowl with 50% tank water and 30% tap water with a air stone in for oxygen. But she is turning black on her back side which she has always been silver with blue tail.

Do you mean, her gravid spot has darkened?

She may be pregnant and this is why she is being unsocial and top dwelling.
 
Ammonia at 1.0!!!!!!!!! OMG, I cant belive anytihng is alive. You need to do like a 80 percent water chane( over exaggeration, more like a 50 today and a 50 percent tommorow. I would also rid of the catfish. Do you have any pic's?
