Female Betta

Would a female betta be ok with a community tank?

Yeah the females can be just aggressive as the males and the females would eat the angels fins or the angels could eat the females if there small enough.

They should be fine except for the paridise fish. Paradise fish should not be kept with other anabantoids. Paradise fish prefer cooler water and are very aggresive toward conspecific. Except for the paradise fish, I've kept all the other fish on your list togather successfully. I did have a semi-aggresive angel that picked on rams and male bettas, but I didn't see any ripped fins, or missing scales.
 
You do realize the angel will eat your neons when it gets big enough, right?
 
I wouldn't think a female should be with anything a male wouldn't other than other females. I have a sorority and the have a rigid alpha structure even together and I don't think they'd tolerate anyting that moved more than my fat lazy otos.
