Extreme Algae Problem

Hello, im writing for my sister which is always too busy, She has a 55gallon,skimmer,powerhead, liverock, the usual stuff. recently the tank has been overtaken by algae, its really bad, theres green brown blue, every kind of algae, its completly covered all the glass, its taken all the sand and rock..

Any suggestions?

How long has it been set up, has it fully cycled

Hmmmm Well i had it for a little over a year, then I gave everything too my sister, we kept the same sand and water when we moved it too her house. and shes had it setup for probably for close too two years now, she has 2clowns, somekind of cardinals, a few snails and hermit crabs.
 
We have a cyanobacteria problem and have bought a phosphate reactor which seems to be doing the job :) We also did all the usual tests and found we have quite high nitrates so have increased our water changes to 10% 2 times a week for the time being and that has also helped tons :)
