External Filter Height Relative To Tank

Apologies for such a basic question - but can't find the answer through searches or looking at manufacturer's instructions. Do external filters rely on gravity to drain water? Is it possible to locate a filter level with the tank?

I have seen many external filters specify the maximum head height - but not the minimum head height. Will the pump suck the water as well as pump it back to the tank? I wish to upgrade my 120L aquarium to a 200L - and would like an external filter. However for space reasons, the filter would have to be on the same level as the tank. Is this feasible?

I am not to sure I would think the pump would do both and not just rely on gravity I reckon it would be ok, I used to have a 4 ft tank which was on a reallly low stand, (the stand was only about a foot of the ground) and I had my external filter standing next to it and it worked fine. The filter came up to about halfway up the tank.
