no - but if you think about it - you are trying to mix these so that you know how much you are dosing.. if your starting out with water that already has stuff in it - its not going to be so know.
Also you dont know if any of these elements will effect the solution down the road in a month or so, its really a precaution, but yes i would do my best to get RO water, or failing that you could dose them dry, just mix each dose with a little tank water in a small container and put it in the tank, but you would need to be pretty accurate doing this, you would need a set of measureing spoons, this is why i prefer to mix them into a known measurement in a solution it just makes it easier IMO and less room for errors.
RO is also better than tap as it "absorbs" the chemicals more effeciently.
Hard water (most UK tap sources) is known to oxidise valuable nutrients. This is why generally most plants prefer soft water - the nutrients are more readily available for the plants.
