You buy the fertilisers as dry powder and you can either add it to your tank dry or mix it with distilled water and dose that way.

As Monty says, you can mix it with distilled water to make up solutions, which is the dosing measurements in "ml" you see on that link. What I do is measure out the powder into a plastic cup and add a little water from the tank, swirl it around so all the granules dissolve and then pour it into the tank.

I make up a stock solution in a bottle and add a specific amount of the solution to the tank each time I dose. It just depends what method you prefer.
