Are these safe to buy?

I'm on about the ones that say a selection of 50 or 75 plants.

Basically I'm looking at redoing my tank and using real plants so wanting to buy a fair few to make it look all nice. eBay looks the cheapest option but notice they are mostly stem plants with weights so not sure how well they will root and grow?
 
If going the ebay route check out their feedback from previous buyers of the plants, if someone is selling loads of plants for just a few pounds I wouldn't expect too much - probably just a few cuttings which as you say may or may not root.
 
I bought my red ones (they begin with an L but not Ludwig the other one) from ebay as stems, I got 4 for £1.78 and 3 rooted so wasn't a bad job really :) but as Tim says they really are hit and miss
 
Most of the stem plants grew in my tank pre-CO2 which I now have, but in my basic setup they did subsequently die off but they was due to my problems.
I've just bought the foreground plants selection. They are ok, but the portion sizes on the stingy side.
 
 
Edit to say the Caboma never really took off as I recall.
 
So reckon something like this would be ok for a 100l tank?

I've got small stone in my tank ATM. Not the really small stuff but the pebbly stuff. Think that would be ok or should I look at getting sand?
 
That looks like a nicer set of plants than I had. Just be aware you are going to need CO2 and ferts if you put that "load" on your tanks resources.
