Dwarf Puffers - Changing Water

I think I read you need to keep dwarf puffers under water at all times when changing them from bags/to tanks etc. Is this right? Whats the technique?
 
use a glass to catch them, or catch them in the net, keep it submersed, tip them into the glass.
 
Why do DP's have to be kept under water at all times? Does this apply to other puffers too?

Its applys to all Puffers, its stops them from gulping air when stressed.

oh, I released my SAP's with a net when they first were released into my tank, but extremely quickly. Well, poured them into the net and put 'em straight in.
Reckon that would've mattered? This was several months ago :)
