"dust" in the tank?

i have a 10 gallon tank with some plastic plants and decorations. In the last few days i've noticed some dark globs of "dust" on them. Is this a fungal growth i should be worried about or is it colonies of beneficial bacteria? should i scrape it off?

not floating in the tanks, they are growing on one of my ornaments and on the plastic plant, but not the gravel or glass walls

they look like tiny dustballs

what do u mean by parameters?

I am assuming that this is a newly setup tank and that the 'dust' is probably brown algae or maybe excess food. If you dont know about cycling and parameters i would highly recommend reading This as it is vital for the health of your current fish and those to follow. It is the main building block to this hobby and would provide you with valuable information and no doubt many questions. HTH
