do you have to soak it in dechlorinated water?
Not to sure, but i usually, just hose everything down in a bucket, about 3 times, and then put boiled kettle water over it and leave it for a while then add it to the tank.

When I add wood to my tank, I soak it for about 2 days in some aquarium water, boil it for about 20 minutes, then soak it some more. This is the most effective way to do it, however you can usually get away with just soaking it.

I soaked my wood for about 2 days, replacing the water when it became strongly dyed, with hot water from the tap. My last soak was with dechlorinated water. It's been in my tank for about 2 weeks and the water isn't even a teeny bit yellow yet. :)

on the other hand, i soaked mine for around two months in boiling water (changed it each day) and it's still dying my tank.
