Double Taps - Why?

Why do i have double taps on my filter? Are they in the right place? What purpose do they serve, if theyre not entirely necessary? (pics here http://www.fishforums.net/index.php?/topic/337655-eheim-filter-media-q/page__pid__2806283__st__0&#entry2806283)
 
When you unplug the filter and want to remove it for cleaning and maintenance, one tap isolates the tank from draining to the floor while the other helps prevent spills while you carry around the filter full of water. The joint where you separate the hose should be between the double shutoff valves.
