Double Ballast Running One Tube

Hi everyone, I'm busy upgrading my lighting. At present i have a double electronic T5 ballast running a 40W tube and a 36W tube. I'm adding another double electronic T5 ballast with two 36W tubes. Now my question is as i want to add the extra light slowly can i unplug one tube on a double ballast and run one tube without damaging the ballast? With all my new lighting and tank size 48"x15"x18" what will the watts per gallon workout at?

as for running one light from a double ballast i am not sure...

You will probably find that with only one tube connected the other will not work. Most double ballasts require two functioning tubes to work.
