You could have just lucked out and got a nice one.
 
It's once they get bigger they turn nasty. Seriously, I thought it was a myth that at 4" they suddenly change, but in our case it was so true.

I'd return it asap and swap it for a nice bristlenose (depending on tank size). There's no such thing as a "nice" chinese algae eater.

In my experience, I agree on both accounts.

And they absolutely do not max out at 4"
Years ago I had one that (when became aggressive) went to my outside tropical pond. He grew enormous and easily pushing the 8-10"

Ps: It's not a type of catfish ;) it's a Cyprinid.
 
I agree, he should be fully grown by now but 3" is far from full size (between 8-12") - ours grew from 1-2" to 5-6" in a matter of a couple of months - he was probably the quickest growing fish we've had (and we've had oscars and common plecs - some of the fastest growing fish going).

What sized tank is he in?
