yes they do you could get a sponge filter very cheap on ebay for a small tank they will need a heater as well or you could get a fish trap and keep them in that for a while

You could get away with no filter, but you'd have to large daily water changes.
You can get cheap sponge filters that run off an air pump.
9 litres isn't really big enough for Molly fry to grow properly in

I am going to say that you absolutely do not need a filter. On the other hand, if you do not have a filter you must, not an option at all, you must do huge daily water changes. If you cannot do those water changes, a fully cycled filter is a must have item.
I am almost certain this is not the answer you wanted Liz, but I am no good at verbal fencing and similar skills. It turns out that if I have an opinion and I answer your thread, you will end up hearing exactly what I think. I am sorry that this time I am not going to simply go along and endorse other alternatives, but I simply cannot support the ideas that those alternative opinions are correct. As it happens, I will state that in my opinion conflicting methods and ideas are completely wrong.
If anyone can present evidence that contradicts my position on this subject, I would be happy to not only consider conflicting opinions but to actually support them. I do however require that evidence meet standards typical of the scientific community, not simply be tales from personal experiences or similar "evidence".
