Does Gardening Soil Count As 'pesticides'?

theres a little area under my mailbox that holds a garden and I found a piece of slate in it. I was wondering since it has a special gardening soil in it, does this count as pesticides? It has little white dot things that you probably know what I'm talking about if youve seen gardening soil.

And what is with you and those stupid eggs? You keep posting pointless threads and replies so people click those eggs.
 
As said its just fertiliser enriched with nitrogen componds and other trace elements. Just boil it and give it a little scrub.
