I am about to purchase a 90 gallon tank that was used for 2 years, put into storage for 2, and then used another 2. So is it safe to buy a tank that was used for 4 years? Do I need to redo the seams?

You don't need to redo the seams at all unles they leak. The best thing to do is to put the tank outside on stands with even weight distribution and fill it with bleach and water. This will clean it and tell you if its leaking at all.

you will see if you have seams that need work, as they tend to collect algae, you will see it behind the seal and on the glass. i would check it is water tight. run your finger nail down all the seals, if you can get your nail in between the seal and the glass it needs work. i think if it has been empty for a while you may need to do some work.
