You have nitrates and nitrites the wrong way round. Ammonia gets turned into nitrites, which then gets turned into nitrates. I'm no expert on puffers I'm afraid, but didn't wan to watch and run :). From what I've read, they need plenty of plants, caves, and space. How many are you planning on getting?
 
Just to clarify, ammonia>nitrIte>nitrAte in a cycled tank ;)

Looking at your tank, the one critical thing your tank is lacking for puffers is a densely furnished area (about 33-50%) of the tank floor, using most of the height of the tank (allowing for growth of tall plants like what appears to be Elodea and Cabomba). This "jungle" area does not have to be all live plants, there's no issue in using fake plants plus ornaments, but a huge mass of fast growers like your Elodea and Cabomba could really help keep your water in the excellent conditions needed for puffers (they will use ammonia and nitrates, providing you light the tank for at least 6 hours per day and you add daily fertilisers plus a carbon source like Easycarbo).

So how much am I talking about? I reckon you could easily add the equivalent of three times the current amount of Elodea and Cabomba you have in there, either creating one large "island" or two smaller patches with perhaps your volcano air pump inbetween.

I am planning on getting three dp's. And I wish I could add more plants and make it look like the picture in the link but I am simply not that good at aqua scaping nor do I have much more money to spend on plants. That tank in the link is amazing by the way and if I had that I would be amazingly happy. I do have some fake plants in the tank, the grass around the volcanoe is fake but all the other plants in the tank are real.
