Yes, puffers do actually puff up. Some of them do it to a greater extent than others, but I think any species can inflate themselves with water to make themselves appear larger. It is not really a good sign if your puffer does it, though, because it means it's been stressed out to a great extent.

Yes, they do it at times of great stress as a defence.

They will also puff if taken out of water, but this often kills them.

Some people's puffers puff routinely every day without being stressed, but this is rare.

Never try to induce your fish to puff

I haven’t got a puffer but I would love to have one but they’re far too expensive

sizedude--

President Clinton was once asked about how he used to smoke marijuana--his answer? "I smoked, but I never inhaled!" It was an all-time classic!!!

Sizedude... you might want to consider a fresh or brackish water puffer as opposed to a marine one, they are much less expensive and easier to maintain. Some examples are the dwarf puffer, and spotted green puffer (I think, I'm no expert on puffers) Anyway shouldn't this topic be in the odball section?

Yea it was an American joke so you can't blame me for not understanding :*)
Sorry if this is in the wrong section all I riley wanted was a yes or no answer but this is cool

I thought puffers Puffed up because its a bit obuusy but I wasen't 100% sure and was just curious.

 * wonders why her location under her avatar reads Canada but is described as an American :(

We are funny too where did Jim Carry come from?

But yes it was meant as a joke

They do puff up but that means there is something seriously wrong it better that you never see this happen. By the way the picture that you posted was of a porcupine fish.

 Ahh, what a joke he was.

Anywho, if you wanted to know, some puffer species puff more often then others. The porcupine puffer (forgot scientific name) puffs almost on a regular basis, and it is fairly common for the fish to puff during a water change. Also, it is known that Porcupine puffers spit water, this is a natural instinct to clear sand away in the ocean to look for food. There have been several cases of puffers actually spitting water up at their caretaker!
