do floresent lights cause algae?

Oh yes. Nitrates, phosphates, co2 and of course, lighting. Flourescent causes much less then incandescent and sunlight though.

My aquarium lights are actually on only when I am home to observe the tank, the rest of the time they go by ambient lighting. This works quite well for controling algae, it grows, but much slower.
 
It also depends what kind of fluorescent light. The so-called "daylight" tubes don't cause as much algae growth than the bluish tubes meant for plants. Nowaday I only use the daylight tubes.
